ChatGPT Ads and OpenAI Ads Manager Beta: What Advertisers Need to Know in 2026

iconJuly 23, 2026

CreatikLab guide to ChatGPT Ads, OpenAI Ads Manager beta and AI-native advertising strategy.

Executive summary

OpenAI now has an official advertiser entry point at ads.openai.com and says businesses can access campaigns through partners or a beta self-serve Ads Manager.

This is strategically important because ChatGPT Ads are not built like keyword-only search ads. OpenAI describes delivery around conversational context, intent, landing page relevance, title, copy, advertiser-provided context hints and, where personalization is enabled, selected broader ChatGPT signals.

For CreatikLab, the opportunity is clear: brands will need a new type of service that combines AI-native ad strategy, landing pages, conversion measurement, tracking, policy review and rapid creative variation.

What OpenAI officially confirms

  • OpenAI is testing ads in ChatGPT and says ads are separate from ChatGPT's answers.
  • Ads may appear for Free and Go users; Plus, Pro, Business, Enterprise and Edu plans are ad-free according to OpenAI's Help Center.
  • OpenAI says ads can appear below the end of a response and are labeled as sponsored.
  • Advertisers can use CPM and CPC buying options in Ads Manager Beta.
  • Ads Manager Beta reporting includes impressions, clicks, spend, CTR, average CPC, average CPM and conversions.

Who can publish ChatGPT Ads today?

OpenAI currently describes Ads Manager Beta as available in Australia, Canada, Japan, Korea, New Zealand, the United Kingdom and the United States. Advertisers outside those countries are directed to register interest rather than assume immediate self-serve access.

OpenAI also says account setup includes Ads Manager access, onboarding and verification, account information, billing and team invitations. Campaigns will not deliver until the required setup steps are complete.

Cost, budgets and bidding

OpenAI documents two current buying options: CPM for the Views objective and CPC for the Clicks objective. Bids are set at ad-group level as maximum CPM or maximum CPC depending on the objective.

The current minimum daily spend is $25 per campaign. OpenAI recommends new advertisers start with a daily budget when they want to monitor delivery and performance before committing to a campaign-total budget.

OpenAI's basics page also recommends a starting maximum CPC bid of $3-$5 USD for CPC campaigns. That is a starting point, not a performance guarantee, and should be tested against actual lead quality and conversion data.

Where ads appear and how matching works

OpenAI says ads appear below relevant ChatGPT conversations. The public documentation does not describe YouTube, Display, Gmail, Discover or Google-style inventory because this is not Google Ads.

OpenAI says delivery considers conversation context and intent, the ad landing page, title, copy, context hints and, when ads personalization is enabled, selected broader ChatGPT signals.

Context hints can describe topics or keywords where an offer may be relevant, but OpenAI is explicit that they are not exact-match keywords and do not guarantee delivery in a specific conversation.

Can ChatGPT Ads use shopping or product feeds?

OpenAI documents product feed campaigns for retail advertisers. This is the closest official concept to a shopping-style setup, but it should not be described as Google Shopping. It is a ChatGPT Ads product feed campaign inside OpenAI Ads Manager Beta.

OpenAI says feeds are uploaded through SFTP, can contain up to 2 million products, and each ad account is limited to one feed connection. During the beta, products from the feed are eligible for ads, not organic ChatGPT conversations.

For ecommerce advertisers, the operational work is feed readiness: titles, descriptions, availability, price logic, product metadata, destination pages, image quality and measurement before launch.

Can email lists be used as audiences?

Yes, OpenAI documents custom audiences based on customer or prospect lists using email addresses or phone numbers, either raw or SHA-256 hashed depending on the upload type.

OpenAI says custom audiences can be used for campaign-level inclusion, campaign-level exclusion and ad-group audience bid adjustments. An audience must include at least 25,000 matched users before it can be used, and OpenAI recommends at least 100,000.

This makes first-party data strategy important: list consent, normalization, hashing, segmentation, exclusion of existing customers and bid multipliers should be planned before upload.

Launch tutorial: the practical setup sequence

  • 1. Create and verify the Ads Manager Beta account, then complete billing and account details.
  • 2. Decide the objective: Views for CPM reach or Clicks for CPC traffic.
  • 3. Build campaigns around countries, budgets, dates and business goals.
  • 4. Build ad groups around themes or intent areas, using context hints carefully.
  • 5. Create multiple distinct ads with clear titles, copy, image assets and relevant landing pages.
  • 6. Validate URLs, image format, policy risk, naming consistency and measurement before launch.
  • 7. Monitor delivery, impressions, clicks, spend, CTR, CPC, CPM and conversions after approval.

Tracking stack: OpenAI Pixel, Conversions API and UTMs

OpenAI documents conversion measurement through OpenAI Pixel, Conversions API or both. A conversion can be reported when OpenAI receives an event, the event matches the campaign conversion event, it is inside the attribution window and OpenAI can connect it to an eligible click.

OpenAI appends an oppref click reference to the landing URL. For resilient measurement, OpenAI recommends preserving the click reference, using Pixel and Conversions API together when possible, and sending the same event ID for deduplication.

For CreatikLab clients, this means ChatGPT Ads should not launch as an isolated media test. It needs UTMs, consent-aware tracking, CRM attribution, landing-page event QA and a clean post-click measurement plan.

Why this is different from Google Ads

Google Ads still has a mature keyword, auction, audience, feed and conversion ecosystem. ChatGPT Ads are earlier and more conversational. The matching logic is not a classic exact-keyword model.

OpenAI says advertisers can provide context hints describing conversations, topics or keywords where their offer may be relevant, but those hints are not exact-match keywords and do not guarantee delivery in specific conversations.

That means the campaign work shifts from keyword lists alone toward precise offer framing, landing-page quality, high-volume creative variation, context coverage, measurement and post-click conversion quality.

Ad format and delivery

  • Each ad includes advertiser name, favicon, headline, description, landing page and image asset.
  • OpenAI says the system considers conversation context and intent, landing page, title, copy and context hints.
  • OpenAI's create-ads guidance recommends clear, specific, benefit-focused messaging and multiple distinct title/copy variations per offering.
  • Landing pages should be relevant, reachable and not block OpenAI user agents such as OAI-AdsBot and OAI-SearchBot.

Measurement and tracking

OpenAI says Ads Manager Beta includes conversion measurement and that advertisers can also add static UTM parameters to destination URLs. That makes analytics hygiene immediately important.

For serious advertisers, the first operational task is not only launching ads. It is preparing campaign UTMs, landing-page events, server-side measurement where needed, CRM attribution and clean conversion definitions.

This is a natural CreatikLab service lane: ChatGPT Ads setup plus conversion tracking, GA4/CRM attribution and landing-page testing.

Advertiser preparation checklist

  • Create a clear offer map: product, service, audience, moment of need and reason to trust.
  • Build several distinct ad angles per offer instead of repeating one generic message.
  • Prepare landing pages that directly match the ad promise and load fast on mobile.
  • Add UTM parameters and define conversion events before spending budget.
  • Check policy risk, sensitive categories and brand-safety constraints before launch.
  • Compare ChatGPT Ads performance against Google Ads, Meta Ads and email leads by lead quality, not only CPC.

What OpenAI has not yet clarified

  • OpenAI has not yet provided a mature public benchmark for CPC, CPM or conversion rates by industry.
  • OpenAI has not yet provided long-term guarantees about country availability, ad inventory volume or final auction behavior.
  • OpenAI has not yet positioned ChatGPT Ads as a replacement for Google Ads, Meta Ads or other mature acquisition channels.
  • OpenAI has not yet published enough public case detail to treat this as a predictable performance channel for every business.

CreatikLab view

The right move is to start early, but not blindly. ChatGPT Ads should be treated as a controlled test channel for high-intent conversational moments, not as a magic traffic source.

The strongest first tests are likely offers with clear decision intent: audits, expert diagnosis, ecommerce product discovery, local services, B2B software, education, comparison-heavy products and lead-generation offers.

If you want to test ChatGPT Ads, start from the Google Ads service platform logic we already use: offer, tracking, landing page, measurement and senior review. Lia can help structure the first brief before the team builds the test.

Official OpenAI sources reviewed on July 23, 2026. OpenAI Help Center pages are updated frequently, so operational details should be rechecked before launching a campaign.
