Bing AI Performance can support a disciplined content-refresh program when its grounding-query sample is combined with URL-level citation activity, business relevance and page quality. The correct output is not a list of phrases inserted into copy. It is a governed queue showing which page needs investigation, what evidence justifies a change, who owns it and how the result will be measured.
Microsoft says the public-preview dashboard shows citations across Microsoft Copilot, AI-generated Bing summaries and selected partner integrations. It reports total citations, average cited pages, sampled grounding queries, URL-level citation counts and trends over time. Microsoft also warns that these measures do not reveal placement, ranking, authority or a page’s role inside an individual answer. That limitation must remain visible in every report.
Total Citations counts references displayed as sources during the selected period. Average Cited Pages represents the daily average of unique pages from the site displayed as sources over that period. Page-level activity identifies URLs receiving references, while the timeline helps reveal changes in citation activity. Grounding queries expose sampled phrases associated with retrieval.
These fields answer useful but narrow questions: whether Bing-supported AI experiences referenced the site, which URLs appeared, which sampled phrases were involved and whether activity changed. They do not establish why a system selected a page, whether a citation was prominent, whether the answer was favorable, whether a user clicked, or whether a lead became commercially qualified. Microsoft does not specify prices, guarantees or a complete rollout inventory in the documented material.
Microsoft also states that content-owner preferences expressed through robots.txt and other supported controls are respected. That makes crawler and sharing controls part of the audit: a team should understand what it permits before interpreting absent citation data as a content problem.

IndexNow helps communicate content changes, according to Microsoft. It does not eliminate editorial review, guarantee discovery or guarantee a future citation.
Use three measurement layers. The visibility layer contains total citations, average cited pages, page-level activity and sampled grounding-query themes. The engagement layer contains landing sessions, meaningful page interactions and completed conversion actions from your own analytics. The commercial layer contains CRM acceptance, opportunity status and a documented reason for qualification or rejection.
Do not combine these layers into a proprietary “AI authority score” unless its formula and limitations are inspectable. A citation increase can coexist with weak engagement; a valuable assisted journey can occur without a directly observable citation. Report both rather than forcing causality.
The grounding-query field is sampled, so absence is not proof that a topic never participated in retrieval. Aggregated citation data does not describe the exact presentation of an individual answer. Citation counts are not positions. Average cited pages is not authority. A cited URL is not necessarily the page that persuaded a prospect to enquire.
Microsoft recommends depth, clear structure, supported claims, freshness and consistency across formats. Those are sound review areas, but they are not a disclosed formula for earning citations. Human accountability remains necessary.
