Bing AI Performance: Turn Citation Data Into Content Actions

iconSeptember 19, 2026

Editorial team reviewing Bing AI citation data and assigning evidence-led content updates

Direct answer and verified official facts

Use Bing AI Performance to choose which pages deserve investigation, not to declare content winners. Microsoft introduced the Bing Webmaster Tools feature as a public preview. Its reporting brings together citation observations from supported AI contexts. Microsoft names Copilot, generative summaries in Bing and certain partner integrations among the contexts represented. The announcement does not establish universal access or eligibility for every site, so teams should confirm what is available in their own account.

The announced interface includes Total Citations, Average Cited Pages, Grounding queries, URL-specific citation activity and a timeline. Total Citations records source appearances during the reporting window. Average Cited Pages reflects the daily average of unique URLs from the site that were cited. The query view supplies a sample of retrieval wording, while the page view attributes citation counts to individual URLs.

Microsoft explicitly limits the interpretation of these figures. They do not reveal a source’s position or presentation inside a particular answer. Average Cited Pages is not an authority measure, and URL citation counts do not establish page importance or ranking. Those boundaries are verified product facts and should remain attached to every report.

  • Use citation activity to identify pages and topics worth examining.
  • Treat sampled grounding queries as editorial clues, not demand forecasts.
  • Keep AI visibility separate from sessions, conversions and qualified leads.
  • Record the reporting window and observed scope with every baseline.

CreatikLab interpretation: a dashboard does not decide what to edit

CreatikLab’s operational model separates observation, diagnosis and action. Observation records what the interface displays without adding a business conclusion. Diagnosis asks whether the page fully answers a coherent reader need and whether its claims remain accurate. Action assigns a bounded change, an owner and an acceptance test. This model is an editorial governance method, not a Microsoft product capability.

A rising citation line can still leave a team without a defensible next step. One page may provide a precise explanation of a narrow issue, while another may support a commercially relevant comparison. A citation count cannot tell the team whether to preserve the page, expand a section, resolve ambiguity, improve internal discovery or leave the content untouched.

Define the commercial question before opening a writing ticket. For an SEO, GEO or AEO service page, ask whether the content helps a suitable buyer understand the problem, project boundaries, evidence requirements and next decision. For technical documentation, the useful test may be whether the page resolves an implementation risk. These are business tests devised by the team; Microsoft does not promise those outcomes.

An inspectable citation-to-action diagnostic

Use a diagnostic matrix that retains the signal, the supporting record, the interpretation, the action and the owner. This makes the decision reviewable and prevents citation frequency from becoming an unofficial ranking score.

  • Signal: a frequently cited page associated with closely related phrases. Record: URL, phrase cluster, reporting window and trend. Interpretation: the page may have a well-defined subject. Action: protect the useful answer, verify every claim and add only missing decision information. Owner: subject specialist and editor.
  • Signal: one page associated with conflicting reader tasks. Record: phrase groups and the sections addressing them. Interpretation: the page may contain ambiguous entities or too many jobs. Action: clarify terminology and headings; split only when the tasks are genuinely distinct. Owner: information architect.
  • Signal: an indexed strategic page with little observed citation activity. Record: indexing state, intended purpose and related phrases found for other URLs. Interpretation: the page warrants review, but the observation does not prove exclusion. Action: inspect completeness, evidence, internal links and freshness. Owner: SEO lead.
  • Signal: citation activity rises while qualified organic outcomes remain unchanged. Record: citation trend, landing sessions, conversions and qualification results. Interpretation: visibility and commercial progression may be disconnected. Action: review intent alignment and the next-step path without rewriting solely to chase citations. Owner: SEO and revenue operations.
  • Signal: citation activity declines after a material edit. Record: change log and comparable reporting windows. Interpretation: the sequence suggests a hypothesis, not proven causation. Action: test access, indexing and answer completeness before considering a rollback. Owner: technical SEO.

Turn grounding queries into reader tasks, not page quotas

The grounding-query view supplies sampled retrieval context. It does not disclose the complete prompt, the full answer, total market demand or the user’s buying stage. Editorial planning therefore needs an additional classification step before a phrase becomes a content requirement.

Group the observed phrases by reader job: definition, comparison, troubleshooting, implementation, validation or purchase preparation. Map each group to the strongest existing URL. Minor wording variations that seek the same outcome should usually improve one central resource rather than produce several near-duplicate pages.

A new page enters the backlog only when the task is materially different, the current page cannot absorb it coherently and the organization can contribute original expertise or evidence. Configuration and audit queries may use the same terminology but need different deliverables: ordered instructions for one, inspectable acceptance criteria for the other. This decision rule belongs to CreatikLab’s method and is not presented as a rule of Bing’s systems.

Decision rule: refresh, consolidate, create, preserve or escalate

Apply three gates before approving editorial work. The evidence gate asks whether the team can retain the URL, reporting window, observed phrase and relevant page section. The reader-value gate requires a specific deficiency in clarity, completeness, currency or evidentiary support. The business-fit gate checks whether the improvement helps the intended audience without forcing a sales pitch into an informational answer.

  1. Refresh when the right page already owns the task but has a demonstrable content gap.
  2. Consolidate when multiple URLs substantially answer the same reader need and create avoidable ambiguity.
  3. Create a page when the task, audience or decision stage is distinct and the organization can add non-duplicative expertise.
  4. Preserve the page when it remains accurate and useful and the review has identified no specific defect.
  5. Escalate to technical review when crawling, indexing, content delivery or publisher controls may affect access.

A no-change decision is valid. Editorial velocity is not the same as better AI visibility, and Microsoft does not say that publishing more URLs increases citations. Every ticket should name the observed problem, proposed intervention, owner and test. “Optimize for AEO” is not an executable scope.

Practical implementation checklist

Run the work as a controlled backlog so that decisions remain inspectable and reversible. The record should distinguish product observations from CreatikLab analysis at every stage.

  1. Baseline — Record the available metrics, reporting window, URL, phrase sample and scope notes before editing. Owner: SEO analyst.
  2. Technical access — Check indexing, robots directives and recognized publisher controls. Correct accidental restrictions without overriding deliberate preferences. Owner: technical SEO or engineering.
  3. Page diagnosis — Inspect visible copy, headings, claims, references and update status. Mark ambiguity, missing depth and stale information. Owner: editor and subject specialist.
  4. Intent map — Group phrases by reader task and assign each group to an existing URL or document why another resource is necessary. Owner: content strategist.
  5. Refresh brief — Specify the direct answer, required evidence, examples, limitations, internal path and acceptance criteria. Owner: senior editor.
  6. Quality assurance — Review links, media and structured information. Confirm that machine-readable elements agree with visible content and that text, images and video describe entities consistently. Owner: QA reviewer.
  7. Change notification — Record publication and use the organization’s normal discovery process. IndexNow may be used to send participating engines a notice that a URL changed. Owner: technical SEO.
  8. Review — Compare later citation, analytics, conversion and qualification observations with the original hypothesis. Do not turn a before-and-after movement into an unsupported causal claim. Owner: SEO and revenue operations.

Measurement specification from visibility to qualified demand

Keep four measurement layers independent. AI visibility contains Total Citations, Average Cited Pages, URL activity, sampled phrase groups and trend direction within the observed scope. Website acquisition contains landing sessions and engagement recorded by the organization’s analytics setup. Conversion contains the defined action, such as an inquiry or booking. Qualification records whether the opportunity meets agreed commercial criteria.

For every review window, store the cited URL, phrase group, content change, implementation record, organic landing activity, conversions and qualification status. Annotate campaigns, seasonality, site releases, migrations and tracking changes. Compare similar windows when practical, but do not erase contextual differences merely to simplify a report.

The Microsoft announcement does not describe direct attribution from an individual citation to a website session or lead. Joining two datasets by date does not create that missing link. A responsible report states whether strategically relevant pages became clearer and whether qualified inquiries addressed needs covered by those pages, while keeping causation unclaimed unless a defensible measurement path exists.

Marketing and sales should define qualification before results are presented. Criteria may include genuine service need, feasible scope, decision authority and operational fit. An increase in submissions that fail the agreed test should not be reported as SEO, GEO or AEO success.

Risks, limits and what not to assume

Public-preview reporting needs explicit scope notes. Microsoft describes aggregated reporting across supported contexts and says the grounding-query view is sampled. The announcement does not establish exhaustive query coverage, full prompt visibility, source placement in each answer, access for every site or a guaranteed reporting cadence. Citations therefore cannot be treated as complete market observation.

  • Do not rename Average Cited Pages as an authority score.
  • Do not infer ranking from URL-level citation frequency.
  • Do not estimate total demand from a sampled phrase alone.
  • Do not attribute a lead to an AI citation without a defensible measurement path.
  • Do not create local pages unless intent, terminology or commercial context is materially different.
  • Do not remove legitimate publisher controls to pursue visibility. Microsoft states that robots.txt and other recognized controls continue to express owner preferences.
  • Do not promise that clearer structure, fresher information, IndexNow or any individual edit will secure a citation.

Microsoft points publishers toward subject depth, readable organization, evidentiary support, current information and consistency among text, images and video. These are quality-review dimensions, not guaranteed performance levers. Human accountability means documenting why an edit benefits the reader even if the citation chart later moves in the opposite direction.

Transactional next step: commission a citation-to-content audit

The concrete deliverable is a citation-to-content action audit for an SEO, GEO and AEO programme. It should contain the available Bing AI Performance baseline, a phrase-to-URL map, the diagnostic matrix, technical access findings, prioritized refresh briefs, owners, acceptance criteria, a change log and a measurement specification that keeps citations separate from qualified leads.

Use CreatikLab’s SEO, GEO and AEO service to commission that audit and receive an implementation-ready backlog with page-level briefs and measurement requirements. The SEO and GEO Expert pathway adds senior review of prioritization, evidence standards and recurring governance. Neither route promises citation growth, rankings, traffic or lead volume.

If several sites, conflicting trends or unclear qualification rules make the scope uncertain, send Lia the affected URLs, reporting window, recent changes and commercial objective. Lia will hand that context to the appropriate specialist so the next deliverable can be defined as a technical diagnosis, consolidation plan, refresh brief or measurement repair.

Bing AI Performance workflow: frequently asked questions

What does Bing AI Performance measure?

Microsoft says the dashboard reports citation activity from supported AI contexts. Its announced views cover total citations, average cited pages, grounding-query samples, URL-level counts and changes over time. These are visibility observations. They do not establish answer placement, search ranking, page authority or the function of a URL within an individual response.

Is a grounding query the same as a keyword with search volume?

No. It is retrieval wording associated with material used as a source in an AI answer. Microsoft also says the displayed phrases represent only a sample of citation activity. Use a phrase to investigate reader needs and page coverage, not as proof of search volume, total demand or purchase intent.

Does a higher citation count mean a page produces more leads?

Not by itself. The count records how often a URL appeared as a source within the reporting scope. Lead quality must be evaluated separately through website analytics, conversion records and the outcome of commercial qualification. Microsoft does not claim that a citation causes a visit, inquiry or sale.

Should we create a new page for every grounding query?

No. First decide whether several phrases express the same reader task, whether an existing page already owns that task and whether the business can add original expertise. Strengthen the most suitable resource before creating another URL. A new page needs a materially different task, audience or decision stage.

Can IndexNow guarantee that updated content will be cited?

No. Microsoft presents IndexNow as a change-notification protocol for participating search engines. Publishers can signal that a URL was created, revised or removed, but the announcement promises neither indexing nor inclusion in an AI answer. It also makes no traffic, citation or lead guarantee.

What should an SEO, GEO and AEO provider deliver?

Request a recorded baseline, a grounding-query-to-page map, a prioritization matrix, technical findings, actionable refresh briefs, named owners, acceptance criteria, a change log and a measurement specification that separates citation visibility from qualified business outcomes. The provider should document what the available data cannot prove.
